Since 1st April 2003 the protection of minors from harmful media content has been newly regulated by the Interstate Treaty on the Protection of Human Dignity and the Protection of Minors in Broadcasting and in Telemedia(Jugendmedienschutz-Staatsvertrag – JMStV). The Commission for the Protection of Minors in the Media (KJM) is responsible for consistent media supervision.

 

The KJM marks the first time that a common supervision of broadcasting and telemedia (internet) has been put into effect in Germany. The KJM serves the relevant responsible State Media Authority as an organ in the fulfilment of its tasks and provides for the implementation of the JMStV in commercial broadcasting and telemedia.

 

In order to achieve a close integration of all organisations in Germany involved in protection of minors in the media, the KJM works closely together with, for example, jugenschutz.net in Mainz (the former central office of the states for supervision in the internet) and the German Agency for the Examination of Media for Young People (BPjM).

 

The KJM is an organ of the State Media Authorities. Six of twelve members of the commission are Directors of the State Media Authorities; they hold the chairs. Four members are delegated by the highest state authorities for the protection of minors and two members are delegated by the highest federal authorities for the protection of minors.

 

The KJM has a policy coordination and an administrative office. The policy coordinator is responsible for content questions and public relations work, the administrative office for organisational and coordination tasks.
