

The Regulatory Affairs Commission (ZAK) comprises the legal representatives (Directors, Presidents) of the 14 State Media Authorities.
The Director of the managing Authority is also the head of the ZAK. Since September 1, 2008 the head of the Directors’ Conference of the State Media Authorities (DLM) – Thomas Langheinrich – President of the State Media Authority of Baden-Wurttemberg (LFK) – has also been the head of the ZAK.
The ZAK deals with questions concerning the licensing and supervision of national broadcasters, platform regulation, as well as the development of digital broadcasting. The tasks in detail are stipulated the legislature in Art. 36 par. 2 of the Interstate Broadcasting Treaty (RStV). The ZAK, in carrying out its tasks avails itself of the services of two representatives: the Representative for Programme and Advertising is the Director of the State Media Authority of Hamburg / Schleswig-Holstein (MA HSH) – Thomas Fuchs – and the Representative for Platform Regulation and Digital Access – the Director of the State Media Authority of Berlin-Brandenburg (mabb), Dr. Hans Hege.
