The Representative for Programme and Advertising

Television is for most people the most important of the media at the present time. It is, however, also the first target for criticism and indignation. The viewers criticize for example cargo container television, sex channels, extreme shows, reality TV but also surreptitious advertising and dehumanizing advertising spots.


One can argue about taste, however not about violations of basic channel principles or advertising regulations as they are established by the Interstate Broadcasting Treaty and in the respective state media laws. Not everything that perhaps pleases is allowed. Thus glorification of violence and war, pornography and violations of human dignity are inadmissible.


Every year there are numerous new broadcasters and media services – nationwide, statewide and on the regional level. The coordination of applications for licensing of nationally transmitted television channels and media services, complaints which concern channel principles and advertising regulations as well as questions on channel quality are dealt with by the Representative for Programme and Advertising within the framework of the Regulatory Affairs Commission (ZAK). Questions that directly concern the protection of minors in the media are reviewed by the Commission for the Protection of Minors from Harmful Media Content (KJM).
